Why it matters
In Fallout: New Vegas, the Mojave Desert is a space for political choices. The Courier encounters the New California Republic, Caesar's Legion, Mr. House and settlements with their own interests. The wider struggle for Hoover Dam is assembled from local conflicts: who receives a resource, who remains independent and whose help will be needed later.
Skills work beyond gunplay. Medical knowledge, technical expertise or eloquence can open additional dialogue and ways to finish a quest. Reputation is tracked separately for different communities, so friendship with one does not mean universal approval. Solving a convenient local problem can complicate relationships elsewhere on the map.
Obsidian used the familiar form of a three-dimensional Fallout for an RPG where the range of available decisions matters. The outcome depends on more than the final choice of allegiance: completed quests and individual fates return in the ending narration. The Mojave is interesting to explore because information about its inhabitants changes the grounds for your decisions, even when your weapons and character statistics remain the same.
